PRESIDENTS COLUMN
The following is quoted verbatim from IFHE President Francisco Castella’s message received 06 September 2009.
INFORMATION AND EDUCATION - I propose today a reflection on the meaning and application of these two terms.
They are two important concepts that have much in common and are closely related, but that should be analyzed by the differences that distinguish them and that can lead us to an almost paradoxical position in that the information is necessary for the education but you need a solid education to get relevant or appropriate information to specific purposes.
The Information in this context is an extraction point from a huge mass of data and knowledge, where we navigate, never better applied this expression, information normally found thanks to the advanced technologies of modern search engines. We are referring, of course, to browsing the World Wide Web, a vast virtual library that today and in many cases (though not all) replaces the traditional libraries where our ancestors used to go to find knowledge.
Education instead, we see it as a formally regulated process, directed by teachers, with structured information, in the aim of knowledge management. Ongoing training and refresher courses are a necessity that has been demonstrated as essential for career development in an era where technology often exceeds our capacity to absorb it. We must recognize that we can not know everything in the same depth, so the education must be properly structured, not in a bounded constraint (all the contrary), but for a more targeted professionalism.
The International Federation of Hospital Engineering has among its objectives the continuous education of its members. The modern IT Information Technology today allows us to participate effectively in on-line education programs, even at a distance, with the help of data processing and communication equipment , which are no longer an instrument of elite but they are available to us every time easier .
I plan to present a proposal in this sense to the next Executive and Council Meetings.
The Program content could be a Master and Postgraduate studies in Architecture and Engineering of healthcare centers. Specifically, the collaboration of architects and engineers in the projects is an essential condition for design excellence, and therefore training in these two key disciplines can interest both the Engineer and the Architect. The aim with the studies will be precisely a formal and structured on-line education , so that information can be useful within an interactive virtual classroom where the participants can share ideas, knowledge and experiences, both with professors who direct the course as with colleagues too.
It is not an invention but we need some kind of Organization supporting the Project. Actually I am personally engaged in a Program like this in collaboration with the UOC a Private University that has initiated in Spain this year a structured program on Planning and Design of Health Centers, and as I know is interested to extend this program to the global community of IFHE, in Spanish and in English, incorporating more professors from different countries and cultures.
By the time being the Spanish Association of Hospital Engineering, AEIH, has made available to its members, generous scholarships to facilitate the registration of its members to the Spanish Program. The IFHE may also approve a budget in a similar way for the International Course. The UOC, or other alternate virtual University we may consider, would take care of the full Organization. I am aware that it is not an easy Project, but it is not impossible. Let us try.

IFHE 21ST CONGRESS 2010 TOKYO
IFHE Vice President Prof Yasushi Nagasawa has written an article which will appear in the Health Estate Journal November 2009 issue. A slightly edited version follows:
YOUR PARTICIPATION IS ENCOURAGED IN THE IFHE 2010 CONGRESS IN TOKYO
The International Federation of Hospital Engineering (IFHE) 21st Congress will be held at Tokyo Big Site, Ariake, Japan from 17 to 19 November 2010, hosted by the Healthcare Engineering Association of Japan (HEAJ). The Congress will be held in conjunction with the 35th International Healthcare Engineering Exhibition (HOSPEX 2010).
We look forward to your participation in a range of activities, including a stimulating scientific program, professional technical visits, a large-scale exhibition and enjoyable social events. We feel sure that by the end of the visit you will have experienced and enjoyed the traditional, contemporary and futuristic aspects of Japan.
The Congress web-site will soon be available online, giving detailed information on the call for papers.

Deadline for abstract submission is 01.05.2010 and deadline for notification of paper/poster acceptance is 01.06.2010.
COUNCIL MEETING IN BARCELONA 19 OCTOBER 2008 MATTERS ARISING
Further progress is reported in regard to some items summarised in IFHE letter dated January 2009 sent to all Council members.
New members admission - SIAIS Italy
Council ‘s acceptance of SIAIS’s application for admission to ‘A’ National membership was conditional upon SIAIS and FENATO providing a modified agreement regarding the matter of representation on IFHE Council. A satisfactorily revised agreement document has been received, and National member status now will be formally confirmed by Council.
IFHE and membership promotion - East Africa
The training course for selected delegates from Tanzania, Uganda and Kenya, and their attendance at the SAFHE Biennial conference in Cape Town in May 2009 came to a highly successful conclusion. The thanks and appreciation contained in a message from Symon Mbakah, Honorary General Secretary AMEK Kenya, typify the sentiments expressed in several e-mails sent by other participants. Mbakah’s message is partially quoted in edited form:
AMEK takes this opportunity to thank you very much for your timely support, devotion and your being ready to share your technology with our delegates. The Association is not only happy but also satisfied with the material the delegates got from the training and the conference as well. As one of the delegates I cannot forget to mention the care, support, the knowledge acquired. AMEK salutes all who supported this exercise.
IFHE/ STEP Joint Publication
The following is an edited summary derived from Andy Wavell’s messages sent 12 August, 23 and 30 September reporting on progress in production of the first IFHE DIGEST.
The Editorial Committee and each IFHE member organisation was asked to source material. This year all contributions have come from the Membership, and the Publisher has not had to source anything. Articles have been received from the UK, Europe, USA, Australia, South America, South Africa, and Japan. .
As at 1 October 2009, 24 articles had been confirmed for publication. Of these five are complete, five are in the studio and 14 are still being worked on. Publishing staff have been required to précis some articles which exceeded the limit set for the maximum number of words. There are likely to be 70 pages of articles. The publication date is intended to be 25 November, with postage of some 13000 copies commencing 29 November 2009.
The collection of advertising continues with STEP being confident they will source sufficient to cover costs and provide an income to IFHE.
Of concern is the number of national member organisations which have not submitted updated membership lists. Seventeen have provided 2009 lists, four 2008 lists are available for re-use, leaving ten which have not responded.
Member organisations are reminded that updated membership lists and addresses are necessary for effective direct distribution of the forthcoming publication.
WORLD HEALTH ORGANISATION
WHO PATIENT SAFETY NEWSLETTER N01 SEPTEMBER 2009 states:
This month sees the publication of the first edition of the revamped WHO Patient Safety newsletter which we hope will be an informative and useful resource. This quarterly publication will feature a guest editorial, a regular column from our Chair, Sir Liam Donaldson, and news items about patient safety.
This month we focus on patient safety education and the need to address both culture and evidence-based practice with a guest piece by Professor Peter Pronovost at John Hopkins University. FSTL ANNUAL MEETING IN LONGYEARBYEN.
Ole Rist in an e-mail sent 31 July 2009 has submitted an interesting report, on which the following is based:
The 2009 FSTL annual meeting took place 14-18 June in Radisson hotel at Longyearbyen on the remote archipelago of Svalbard, 78 degrees North. The archipelago Svalbard has been used as the base for several expeditions to the North Pole:- Amundsen, Nansen, Nobile and Andre are names of some explorers. The islands were discovered by the Dutch explorer; Wilhelm Barents. These islands have been under Norwegian supervision since 1925, and comprise two main communities - the Norwegian Longyearbyen and the Russian Barentsburg. The only way of getting to Longyearbyen is by plane, twice per day, one and a half hours north of Tromsoe. There are no passenger boats on a regular schedule to Longyearbyen.
The town Longyearbyen, named after an American who arrived there and started mining about 1900, was built around coal mining. Today the major Norwegian coalmines are in Sveagruva - tens of kilometers to the south. There still is some mining activity in Longyearbyen, but only for the local power plant. The town has lots of facilities, and one would be surprised by the number of snowscooters.
The Svalbard museum in Longyearbyen is very good. The University of Tromsoe has a division in Longyearbyen. It is an important spot to do research on the human impact on the environment. The town has about 1900 inhabitants –comprising between 30 and 40 nationalities.
The board of FSTL and the organising committee had set up a very extensive program, both scientific and social.
Some 150 persons attended the meeting, including visitors from Finland, Heikki Salumaeki and from Denmark Kai and Birte Jensen.
The topics of the scientific program concerned mainly environmental matters e.g.
Illumination; Interior environment of buildings; Power consumption and reduction of use of fossil elements -.the government will encourage hospitals to use less power by special programs supported by the Government;
The lack of maintenance of our hospitals, and the need to make decision makers aware of the situation, was highlighted. Responsibility is the keyword; Quality of buildings and equipment in our hospitals; Environmental classification of buildings.
The social side of the program was well arranged:
A guided walk to a moraine below a glacier, where we found fossils of flowers and plants, millions of years old.
A very nice boat trip, 10 hours to Barentsburg , where we met the Russians, and a Russian guide, Oleg, gave us a lively impression of their way of life. It is a huge difference compared to the Norwegian side, but they seemed to be satisfied with the situation.
Barentsburg is also built up around coal mining. Apart from the 400 Russians and Ukrainians in that town, there are about 2000 persons in the several Russian mining towns such as Pyramiden and Grumant in Coles Bay.
We did not meet or see the king of the polar area, the polar bear. During summer there are lots of birds on the islands;
seal and walrus in great numbers; reindeer and polar foxes may be spotted daily.
For many of us it was the first time visit to these remote Norwegian areas. It was a nice experience, and I hope Svalbard will remain like the unspoiled spot it is; but I also wish that many persons will go and see its splendour.
Thank you to FSTL who came up with the great idea of arranging the annual meeting in Longyearbyen in 2009.
The next FSTL annual meeting will be held on the mainland in Levanger, mid June 2010.

World Architecture News announces its prestigious Healthcare Building of the Year 2009 as Richard Desmond Children's Eye Centre at Moorfields. The London based architects responsible for the design, Penoyre & Prasad, will now receive the coveted prize beating competition from fellow London architect Zaha Hadid and scores of other Architects from 22 countries over 6 continents. A panel comprised of representatives from the National Health Service (NHS) and the architecture community praised the project for its ‘simple clear massing and organisation between front and back of house.’ Canadian architect Tye Farrow added, “The facade is one of the best I have seen; period. I have a very high regard for it.” The Children’s Eye Centre design was bred from a desire to provide the best functioning children's eye hospital in the world without it looking like a hospital. The design creates a holistic, child-focused and welcoming environment. A potentially traumatic experience becomes a positive one, supported by a clear layout giving a sense of security, engaging colour schemes and large relaxation and play areas. The project's most distinctive feature is the solar shading used to both transform the facade and to provide the functional solution of shade. To do this, ornithology and ophthalmology combined with the study of flock flight patterns used to devise a rhythmic placement for the shard like shades of the Eye Center.
Also highly commended is the Östra Hospital - Psychiatry Building by White Arkitekter AB which came a very close second to Richard Desmond Children's Eye Centre. This well thought out project works to aid the recovery process through a de-institutionalising by design. Normality was the key word to the design process for this project. The WAN Award scheme is among the most prestigious of its kind and is unique for its use of ‘ground level’ judges having previously employed a 13 year old school girl and a Headteacher to judge the Education Award. The Healthcare jury employed the judgement of Jonathan Millman of NHS Estates to this effect.
UNAMHE UGANDA :
The following is an edited version of a report sent in May 2009 by Sam Byamukama, Honorary Secretary UNAMHE:
IFHE East Africa initiative and membership promotion: the six selected participants, plus two additional delegates attended, and benefited greatly, from the SAFHE training seminars and the Biennal National Conference in Cape Town.
Representatives from Uganda (UNAMHE) and Kenya (AMEK) will visit Rwanda and Burundi in the second half of 2009. We hope to use this visit to share experiences and stimulate colleagues in these two new members of the East African community also to form their National Associations.
The IFHE NEWSletter April 2009 under the topic WHO talks about advancing capacity building efforts for better healthcare facilities and technology management in East Africa. It points out the need to focus also on the facility side, an area not specifically addressed by the recent WHO/ACCE/ GAME/ AMEK training in Kenya and Tanzania 2-13 February. This need we have also noted, and we are already looking at what to do.
We have made contacts with Renee du Toit of Health Facility Planning in South Africa, inviting her to conduct a short training programme – in Uganda - targeting participants from East Africa, training targeting participants from E.Africa. Her organisation offers courses such as: Introduction to Planning Health Care Buildings; Hospital Planning; The Planning of ICU and Theatres. The intention is to conduct this training as a precursor to the 2nd Biennial East African Regional Healthcare Engineering Conference to be held 8-10 December 2010.
We are looking into issues like the optimal number the trainers can accept to take on, how to select participants, necessary budget, etc. As soon as we put together the necessary information and the projections of how much money the Conference can generate, then we shall start to approach possible sponsors to see who can help in meeting the budget.
1ST INTERNATIONAL CONFERENCE: INDOOR AIR QUALITY IN HOSPITALS: Operating rooms and critical areas IFHE has received information regarding this course accredited by the Spanish National Comission for Continuing Medical Education and which has designated IFHE as a Partner of the knowledge: IFHE President Francisco Castella has indicated that he will attend this conference at the Auditorium of the Doctor´s Official college of Barcelona (Spain). Barcelona, 10 November, 2009. Dr Horst Gudat of WGKT, an IFHE member, will be participating as a speaker.
