PRESIDENTS COLUMN
The following is an edited version of a message sent by IFHE President Francisco Castella 12 December 2009, based on his opening address at IFHE Council meeting 42 in Buenos Aires .
First of all I convey to all IFHE members compliments of the season, and best wishes for the new year 2010.
I have been reviewing my messages of 2008, and decided to re-emphasize my expressed objectives - always in the same direction - aiming to improve communication among us:
LIBRARY: Please visit the IFHE web page and enter the Library section, from which you may download classified articles selected from the Barcelona Congress. The Library is waiting for more papers from all around the world.
The IFHE Executive Committee agreed that the Library is a good initiative, contributing to the communication and collaboration among IFHE members. I personally will e-mail all IFHE Council members asking for articles to be included in the virtual Library. I expect a flood of correspondence. Articles may come from Journals published by ‘A’ members or from proceedings of National Congresses. Once selected by the council member, an article can be sent to me by e-mail in the original language of the author, preceded by an abstract in English.
LETTERS OF THE READERS: Why not to create this kind of section in our web site? This will only be possible if the IFHE members as individuals wish to communicate personal comments on subjects proposed for discussion. I think that the interchange of ideas could be interesting for the readers. This section aims to improve the frequency of visits to the IFHE web page. My next President’s message will suggest several topics of general worldwide interest
E – LEARNING technology: It is accepted in principle that this kind of initiative deserves consideration. I will continue working on the development of an on-line Planning and Design of Health Centers program, based on the experience of an existing Masters program conducted and controlled in Spain through the resources of the Open University of Catalonia (UOC) with whom I collaborate. One course will be given in English, with participation, as professors and consultants, of specialists from all parts of the world (English speaking countries). Another course in parallel will be given in Spanish for Latin American countries.
We are thinking of differentiated proposals - for developing countries, for industrialized countries. It could be a complete program equivalent to a Masters degree, or partial post-graduate program. Seminars on-line, or debates on-line, on particular subjects, may be proposed. The objective is not only to provide a title given by a University, but also to create a network of communication in a virtual classroom - a space - where participants from different nations and cultures will be able to exchange knowledge.
I'll come again in the short future with more information. A detailed program will be presented at the next Council Meeting in Tokyo; but before then I expect collaboration from the Executive Committee Members to perform and approve internal organization schemes.
IFHE 21ST CONGRESS 2010 TOKYO
IFHE Vice President Prof Yasushi Nagasawa at IFHE Council meeting 42 gave a dramatic presentation on progress in preparations for the congress. An edited version follows:

The congress will be held at Tokyo Big Site, Ariake, from 17 to 19 November 2010 in conjunction with the 35th International Healthcare Engineering Exhibition (HOSPEX 2010).

Monday 15 November, the IFHE Executive Committee meeting; and Tuesday 16; the IFHE Council meeting, will be held at the Tokyo Baycourt Hotel. Thursday 18, the IFHE General Assembly at the congress venue.
Wednesday 17: IFHE congress opening ceremony; luncheon seminars; organized sessions and the Welcome Buffet. Thursday 18: congress sessions continue; Friday 19: Technical visits to public/private engineering laboratories and hospitals. Congress concludes with a Dinner Party in Ginza.
English / Japanese translation will be provided in the main sessions.
IFHE COUNCIL MEETING 42 BUENOS AIRES 01 NOVEMBER 2009 MAJOR ITEMS DISCUSSED

Council meeting no 42 held on 01 November 2009 in the Gran Amerian Meeting Room, Amerian Buenos Aires Hotel, Reconquista 699, Buenos Aires was attended by 23 persons representing 12 National member organizations.
Membership promotion
Latin America. The decision to hold the IFHE meetings in Buenos Aires was commended by Arq. Luciano Monza. AADAIH President. Participation by IFHE members in the 20th Latin American Congress had achieved the objective to promote the consolidation of a Latin American Group, and encourage the formation of national healthcare architecture and engineering associations to be integrated into the IFHE.
East Africa initiative. Thanks and appreciation were conveyed by the representatives of AMEK and UNAMHE; The training course for selected delegates from Tanzania, Uganda and Kenya, and their attendance at the SAFHE Biennial conference in Cape Town in May 2009 had been highly successful.
Application for ‘A’ National membership –formal ratification
As recorded in the minutes of CM 41, Council‘s acceptance of SIAIS (Italy) application for admission to ‘A’ National membership was conditional upon SIAIS and FENATO providing a modified agreement regarding the matter of representation on IFHE Council. A satisfactorily revised agreement document had been received. Council formally confirmed the National member status of SIAIS.
Website
At Barcelona, the need had been stressed to ‘actualize’ the website through regular updating of the information provided, and to encourage members to use the site as a means of improving communication. The webmaster consequently has implemented modifications to the World Map etc. Council approved expenditure on the graphic work required.
Fees and subscriptions
Council agreed that 2009 fee scale be retained as the basis for calculation of A’ National member annual fees for 2010; A working group has been nominated to review the fee scale applicable to national organizations with membership exceeding 1100, and make recommendations.
IFHE/ STEP Joint publication
Andy Wavell reported that the IFHE Digest is in process of production. As at 1 October 2009, twenty four articles had been confirmed for publication. Publication date is to be 25 November 2009 with copies being posted out on 29 November 2009. The collection of advertising continues. Because IFHE has had closer control over the joint publication this year, it is anticipated that the end result will be of benefit to IFHE. As a ‘learned publication’ it will be priced at £145.00 each for those copies held by the Publisher to sell at appropriate conferences and exhibitions. He expressed concern that a number of organisations had not responded to repeated requests for latest members’ lists, and/or had not supplied accurate contact information to the IFHE Secretariat. The intention is that where membership lists are not available for a particular organisation, a copy of the digest will be sent only to its designated Council representatives.
UIA PHG
UIA PHG's 9th International Seminar was to take place in Buenos Aires - from 02 to 06 November. IFHE members Yasushi Nagasawa and Geoff Abbott would present papers. It is believed that participation by IFHE members will be of benefit and improve relations with this group.
IFHE 23rd congress 2014
A letter is to be sent in the second week of November to all eligible 'A' National members inviting them to submit applications to organize the 23rd congress in 2014. Applications are to be submitted in the period 16 May to 16 July 2010. Applicants whose submissions meet the required criteria will be given the opportunity to make presentations on 16 November 2010 at the Council meeting in Tokyo, where a decision will be made.
AADAIH ARGENTINA
20TH LATIN AMERICAN CONGRESS FOR HOSPITAL ARCHITECTURE AND ENGINEERING
The Congress took place 27-30 October 2009 at the Centro Cultural Borges, Viamonte esquina San Martín, Buenos Aires, Argentina. The theme was “Healthy Hospitals: One vision – different roads”. The opening ceremony was attended by IFHE President Francisco Castella, Vice President Yasushi Nagasawa, and General Secretary Bernard Shapiro. Some 20 IFHE members at varying times attended the proceedings - in particular those on Thursday 29 October when special sessions were devoted to presentations by IFHE members in Spanish.(translated into English) and presentations by IFHE members in English (translated into Spanish).
In the evening the congress closing social event at Circolo Italiano de Buenos Aires - for those oersons who attended the congress - was thoroughly enjoyed by all.
On Friday morning 30 October, Liliana Font escorted IFHE members and accompanying persons on an interesting visit to Hospital Universidad Austral, north of Buenos Aires.
In the evening the Dinner and special tango show at the Café de los Angelitos -for the AADAIH organising committee, congress speakers, IFHE Executive Committee and Council members rounded off a memorable visit to Buenos Aires.
The congress President Alicia Preide and AADAIH President Luciano Monza addressed the following letter dated 24 November 2009 to IFHE General Secretary:
“We would like to thank all members of IFHE’s Executive Committee and Delegates from Member Countries that participated in some way in the 20th AADAIH Congress held in the City of Buenos Aires last 27 to 30 October.

UNAMHE UGANDA The following is an edited version of a report given by Sam Wanda at IFHE Council meeting 42.
1. Office Bearers - for 2009/2010 were elected at an Annual General Meeting in December 2008. Eng. Wanda was returned as President. It was agreed not to impose term limits for the President or Council but leave the matter open until the Association has nurtured a pool of suitable members amongst whom to rotate its leadership responsibilities. 2. IFHE Council Members. UNAMHE Council nominated the President – Eng. Sam Wanda, and the Vice-President – Mr.Segawa James as its representatives on the IFHE Council. 3. Membership. UNAMHE has not attracted many new members this year. Council is exploring some approaches. 4. Inter-Body Cooperation. This year UNAMHE has been invited to / participated in events organized by Ministry of Health and other sister bodies in Uganda:
4.1 MoH/NACME: Ministry of Health / National Advisory Committee on Medical Equipment. Revision of the National Medical Equipment Policy
4.2 NDA National Drug Authority Stakeholders’ Workshop on Draft Guidelines for Registration of Medical Devices for Use in Uganda
4.3 UNACOH Uganda National Association of Community and Occupational Health UNACOH Annual Scientific Conference. UNAMHE Officials presented a paper entitled “Best Practice Framework for Healthcare Technology Management”, which was very highly appreciated by the participants.
5. Regional and International Cooperation. UNAMHE has taken part in the events below:
5.1 AMEK Association of Medical Engineering Kenya – In Association with UNAMHE 1st Regional East African Regional Healthcare Engineering Conference and Exhibition, Kisumu - Kenya
5.2 WHO-AMEK-GAME Equipment Maintenance Training; Equipment Management and HTM Policy Implementation Training for East Africa
5.3 SAFHE-CEASA 5-day Training Seminar on Hospital and Clinical Engineering Concepts; SAFHE-CEASA National Biennial Conference & Exhibition, Cape Town, South Africa.
UNAMHE Council extends its heartfelt appreciation to all organizers, facilitators and sponsors who made the above events possible and enabled some UNAMHE members to take part. The knowledge and exposure gained has added much value to the Association, and some of the members who took part are in the process of “giving back” (sharing with the rest who did not attend.}
5.4 The five East African Community (EAC) partner-states of Burundi, Kenya, Rwanda, Tanzania and Uganda have announced a plan to establish an EAC Health Professions Authority. UNAMHE has expressed interest through the Ugandan Ministry of Health to represent the views of the HMT fraternity in Uganda at the EAC level.
5.5 UNAMHE Council has resolved that UNAMHE takes the initiative to stimulate colleagues in the other 3 EAC member countries (Burundi, Rwanda and Tanzania) who have yet to form National HTM Associations to do so and eventually add their voice to the planned EAC Health Professions Council. Tanzania has made progress, named its association TAME (Tanzania Association of Medical Engineering), and is on the way to registering as a legal entity.
6. Hosting 2nd E Africa Regional HTM Conference. UNAMHE was appointed to host the next regional bi-annual healthcare engineering conference slated for 08 – 12 December 2010. IFHE and the member National Associations are asked to plan to send representation to the conference. A select committee is in the early stages of organizing the conference. UNAMHE appeals to IFHE for support of the conference, whether material or financial.

Prof Christoph Hartung elected WGKT honorary past president
The annual general assembly of WGKT (Scientific organisation of hospital engineering) was held on May 15, 2009 in Erfurt, Germany. Christian D. Bender was elected President for the next three years. He took over presidency from Prof. Christoph Hartung, who was President for the consecutive last 25 years. His excellent leadership combined with outstanding knowledge and competency in health care engineering is well respected in the healthcare community. This in mind, the general assembly elected him honorary past president of WGKT.

The First People’s Hospital, Foshan, China
Recognizing that efficient healthcare starts with effective design, the Chinese government held a design competition in 2007 that invited five teams from more than 50 submittals from all over the world to compete for a 200,000 sq m hospital. A collaboration between China's Shunde Architectural Design Institute and the USA's HMC Architects produced the winning design. A first of its kind, the design integrates the medicine and culture of the East with the innovation of the West - and incorporates sustainability whilst providing services for up to 1,500 resident patients and 6,000 outpatients a day. Sustainable features include the use of local materials and products; recycled water features are used for cooling and provide a mask for ambient noise and visual comfort for patients. Photovoltaic panels are integrated on the roof and chilled beams in the eco-atrium naturally cool the building. Non-toxic paints are used throughout the hospital to limit indoor air contaminants.
